2nd Plenary Meeting of the Permanent Parliamentary Forum Stockholm/Helsinki 22-24 September 2004 The Permanent Parliamentary Forum on Small Arms and Light Weapons celebrated its Second Plenary Meeting in the Parliaments of Sweden and Finland the 22nd to 24th of September 2004. Participating in the meeting were representatives from the Parliaments of Colombia, Costa Rica, the European Union, Finland, France, El Salvador, Honduras, Mexico, Nicaragua, Norway, Spain and Sweden, as well as representatives from Governments, Inter-Governmental institutions, and Non-Governmental Organizations. This forum on small arms has proved to be a unique example of co-operation between civilian society and legislative assemblies in different countries. The special importance of this co-operation was emphasised in the final declaration from the meeting. After SweFOR had arranged a series of parliamentary exchanges, the Parliamentary Forum was made permanent in Madrid 2002. The Forum has helped put the question of small arms and light weapons on the international agenda and to improve legislation in several countries, for example by increased harmonization in international legislation.
